Shanghai Container Terminals (SCT), a joint venture set up by Shanghai Port Authority and Hutchison Whampoa Ltd, owns and operates all container facilities in Shanghai. Hutchison Whampoa Ltd. bought 50% of Shanghai Container Terminals (SCT) in 1993, the Shanghai Port Authority holds the remaining 50%. Hutchison sold 10% of shares to COSCO in August 1998 and effectively controls 40% of the shares. Hutchison installed the handling equipment and contributed a cash payment to the construction of the port facilities. Throughput was 1.290.000 in 1995, 1.400.000 (1996) and 1.760.000 TEU in 1997. Comprising 10 container berths, the facility is one of China's most modern container ports. Further expansion at Shanghai will be constrained unless the channel to the port can be deepened. The approach to the port could be dredged, but this would not provide a long-term solution. Expansion of container facilities could be concentrated on nearby Ningbo, but that proposal has created political difficulties, since Shanghai and Ningbo are located in different provinces. A regional harbor authority was created in 1997 to coordinate harbor activity around Shanghai to oversee container shipping operations for Shanghai and its neighboring provinces Zhejiang and Jiangsu.
