In December 2003, the Danish Group AP Moller – Maersk , through it subsidiary APM Terminals, and the state-owned Shanghai Port Authority formed a joint venture called Shanghai East Container Terminal Co. Ltd. to operate and manage the fourth-phase container wharf of Waigaoqiao Port in Shanghai, China. The Danish group took 49% and the Shanghai Port Authority held a 51% stake in company. The joint venture's registered capital was 1.1 billion yuan. AP Moller and the Shanghai Port Authority had in September of 2002, established a temporary holding company to manage the port. The construction of the terminal's fourth-phase was initiated 2002 and was completed in February 2003. The four berth terminal was the largest in Shanghai at 1,250 meters in length and 1.63 million square meters in area. It had a design handling capacity of 1.8 million teu per year. The construction of the terminal's fourth-phase was initiated 2002 and was expected to be concluded midway through 2003. The investments in the construction were US$ 359 million, however it is not clear if the private part in the management contract helped funding this investments, that is the reason why the investment figures were not included in the database.
