Construction of Shantou International Container Port began in 1994 and was completed in November 1997. The port cost US$90 million to construct and was jointly funded by Shantou City and Hong Kong-based Hutchison Delta Ports Ltd. Hongkong International Terminals, a Hutchison Whampoa port operator subsidiary, signed a deal with the Ministry of Communications in the 1980s, giving them first right of refusal over all coastal ports south of the Yangtze River. A main advantage to early entry was the ability to assume majority control over many ports, before government regulations restricted foreign investor equity to 50% or less.
