The project involves the investment, financing, construction, operation and maintenance of Shengzhou Municipal Solid Waste Landfill Site Phase II in Shengzhou City, Anhui Province of China. The first phase handles 100 tons per day kitchen waste and 10 tons per day trench oil. Phase II will add 100 tons per day/36,500 tons per year kitchen waste and 15 tons per day trench oil. The kitchen waste treatment process uses pre-treatment and medium temperature single-phase anaerobic fermentation technology. The main service scope is Quzhou City, Quanjiao County and Laian County. The main treatment objects are catering waste generated from sources such as catering enterprises, governments, schools and canteens of enterprises and institutions, excluding household waste. The project company is established by Zhongxuan Social Capital and Shengzhou City Construction Investment Co., Ltd. designated by the Shengzhou Municipal Government at a ratio of 90:10. The project cost amounts to CNY 84.97 million or $ 12 million. The project is structured under BOT model for a concession period of 30 years (of which the construction period is 1 year and the operation period is 29 years). The return mechanism is feasibility gap subsidy. Financial close was reached on 14 August 2019.
