Shenzhen-Huizhou Expressway (Huizhou Section)

In November 1992, Billionable Investment Ltd. (BIL), a subsidiary of New World Infrastructure (NWI), signed a 30 year joint venture contract for the construction and operation of a 35km dual 2-lane expressway between Huizhou City and Shenzhen. Under the contract, the joint venture company, Huishen (Yantian) Expressway Huizhou Co., Ltd., was created by Huizhou City Huixin Expressway Co., Ltd. (66.7%), which was 50:50 controlled by BIL and a state-owned company (Huizhou City Road & bridge Development Co. ), and state-owned company, Guangdong Provincial Freeway Co. (33.3%). NWI invested US$ 23.27 million in the expressway project (at a fixed rate of US$1=Rmb6.6 agreed in the contract). US$ 2.41 million was contributed as equity and US$ 21.31 million as a loan from NWI. NWI invested US$7.23 million in the highway. The total project coast was estimated at US$ 60.8 million. The expressway started operation in June 1993.
