(BIL), a subsidiary of New World Infrastructure (NWI), signed a 26 year joint venture contract for the construction and operation of a 21.77km dual 2-lane road between Huizhou City and Shenzhen. For the project, BIL had a 50% profit-share in Huizhou City Huixin Expressway Co. Ltd. with state-owned Huizhou City Road & Bridge Development Co. (HRBD). The toll road started operation in December 1997 when the contract period began. Average traffic flow on the expressway in 2001 was 11,383 vehicles per day.
