The Shock Responsive Safety Net for Locust Response Project Additional Financing (SNLRP AF) for the Federal Republic of Somalia will scale up cash assistance to additional locust-affected poor and vulnerable households and support enhanced “preparedness” of social protection systems to respond to impacts of future locust outbreaks and other crises. It will be part of the broader regional Emergency Locust Response Program under the Multiphase Programmatic Approach (ELRP MPA, P173702) approved by the World Bank’s Board of Executive Directors on May 20, 2020. The ELRP MPA financing envelop is up to US$ 500 million International Development Association (IDA) grant/credit financing for country responses, currently operating in five countries—Djibouti, Ethiopia, Kenya, Uganda, and Somalia—investing a total of US$ 200 million. The Parent Project of the proposed Additional Financing for Somalia, the Shock Responsive Safety Net for Locust Response Project (SNRLP) was processed under the second phase of the ELRP MPA. The parent SNLRP operationalizes the shock responsive aspect of the Government's national cash transfer program, Baxnaano, meaning 'uplifting' in Somali, and aims to protect food security and livelihoods of about 100,000 poor and vulnerable households affected by the locust outbreak through the provision of emergency cash transfers. It is being implemented by the Ministry of Labor and Social Affairs (MoLSA), in partnership with the World Food Programme (WFP) for the provision of emergency cash transfers.
