TOO Vodnye Resursy Marketing provides water and wastewater services to residential and industrial customers in most areas of the city and suburbs of Shymkent (population: 550,000), South Kazakhstan Province. In 1997-1998, the Committee for State Property and Privatization of South Kazakhstan Province divested several water and wastewater assets of the regionally-owned Shymkent Vodokanal in a series of auctions. The divested assets included a wastewater treatment plant, networks and water intakes. Some assets, however, were not divested and these continued to be operated by Shymkent Vodokanal. In 1999, the companies that owned the divested water and wastewater assets established a limited liability partnership, TOO Vodnye Resursy Marketing, and contributed their assets into the new joint venture. During the following years TOO Vodnye Resursy Marketing increased its asset base by taking over water and wastewater assets from a number of local companies. In 2004, the regional authorities and TOO Vodnye Resursy Marketing mutually agreed to merge the existing Shymkent Vodokanal, owned by the regional authorities, with TOO Vodnye Resursy Marketing. After the merger, the share of the regional authorities in TOO Vodnye Resursy Marketing was 22%, while the share of unidentified private investors was about 78%.
