Sidoarjo Water Supply Project

In January 1997, a joint venutre known as United Water was awarded a 30-year contract to construct and operate a new 20,000 cubic meters per day water treatment plant in Sidoarjo, a city with a 500,000 inhabitants. To implement the contract, PT Taman Tirta Sidoarjo was created as the joint venture project company in which United Water took a 95% stake and the state-owned Perum JAYA held the remainder. United Water, in turn, was a 50-50 joint venture company owned by Thames Water (a RWE subsidiary as of 2001) and Compagnie Generale des Eaux (later known as Vivendi Environnement and by 2003 as Veolia Environnement). By 2005, United Water was 95% owned by Veolia Environnement. In June of 2005, Malaysian engineering and construction firm Gadang Holdings Bhd. acquired the 95% from Singapore-based Asian Utilities Pte for US$3 million. It was unclear at what point in time Asian Utilities originally acquired the stake from United Utilities. Total investment in the project was estimated at US$34.4 million.
