Sinohydro was planning the development of the 1,156 MW Nam Ou 1-7 hydropower plants cascade, including 6-7 projects. Sinohydro held 75-90% of the equity, the remaining share owned by the government of Laos. In November 2007, Sinohydro announced an agreement to sell 90% of the output to Thailand, as this was more profitable than selling to China. The project was included in the 2008 development plan of Thailand (PDP). The PDA was signed in October 2007 and commissioning was expected between 2013 and 2016. The concession agreement was reported as under negotiation by the government of Laos. The 'framework agreement' was reported as signed in April 2011. The project was expected to generate 5064 GWh annually.
