The development objective of First Phase of Emergency Recovery Project is to contribute to Sint Maarten’s immediate emergency recovery needs and strengthen institutional capacity to manage resilient recovery and reconstruction. There are four components in this project. 1) The first component, Emergency measures for the recovery of disaster first responders and preparedness facilities, has the following subcomponents : (i) Critical disaster preparedness and response infrastructure repairs and improvements; (ii) First responders’ emergency equipment; and (iii) Training and Institutional Strengthening. 2) The second component, Restore and Increase Resilience of Utilities Services after Hurricane Irma, aims to finance the priority activities identified in the National Recovery and Resilience Plan (NRRP), to strengthen water and electricity systems and improve their performance in future disasters. It has the following subcomponents: (i) Restoring Electricity Services; (ii) Restoring Electricity Services; and (iii) Updating Sint Maarten’s Water and Electricity Utility (GEBE) Business Plan. 3) The third component, Housing and Public Buildings Repair and Reconstruction, has the following subcomponents: (i) Roof repair program; (ii) Support to the Sint Maarten Housing Development Foundation; and (iii) Public Building repairs. 4) The fourth component, Institutional Support for Reconstruction, aims to finance the institutional arrangements made by the government to implement and coordinate the projects to be financed by the Single-Donor Trust Fund (SDTF).
