SISMA SET UP aims to bridge the gap between the actual need for deep energy retrofits of public buildings across MED countries and the access to innovative financial mechanisms making deep retrofit projects bankable and minimizing public expenditure. To this aim, exploitable and transferable results achieved within SISMA include the SET - Subsidy Evaluation Tool which carries out an energy and economic-financial evaluation of ECMs (Energy Conservation Measures) and determines the minimum amount of public subsidy needed to mobilize private investors. The SET methodology provides a mature and standardized tool for local municipalities to enhance their technical skills and boost their confidence in innovative financing mechanisms. A dedicated training programme will be developed to enhance competencies and skills of ”receiver” partners and ensure the knowledge transfer to end-users, mainly local municipalities, that can also benefit from a one-to-one tutoring programme. The SET package provides ready-to-use spreadsheets, guidelines and a dedicated training documentation, which is readily applicable to four types of public buildings (schools, gyms, office buildings and health care structures). As final step of the transferring process, the involved municipalities will sign a specific SET agreement, where the results of the SET assessment are integrated in the tender documents for energy retrofitting in public buildings.
