The Infrastructure Development Project seeks to rehabilitate selected priority roads, port and airport facilities in Sierra Leone, and, to support regulatory and institutional reforms, and the effective management of the country's road, port, and airport sectors. The Road Infrastructure and Management component entail the rehabilitation of two segments of the primary road network, Bo-Kenema, and Makeni-Matotoka, as well as approximately 400 km around the "access-poor" districts of Kailahun, Kono, and Koinadugu, in addition to other(s) to be acceptable to the Bank for its support to the reform, and restructuring of the road sector. The second component - Freetown Port Infrastructure and Management - will finance the expansion of the paved container, stacking area, in addition to the supply of specialized equipment to meet internationally recognized, environmental and safety standards, to further support the Action Plan implementation for Port privatization. The Freetown International Airport Infrastructure and Management, third component, includes the rehabilitation and strengthening of the runway; upgrading of turning loops, and taxiway entrances, to safely accommodate modern aircraft; and, installation and upgrading of water and electricity supplies for security, sanitation, fire fighting, and back-up supplies, and in addition, supporting the Sierra Leone Airports Authority (SLAA) efforts to increase efficiency, and competitiveness. Finally, the fourth component - Project Coordination - will focus on the coordination and monitoring of the three sector-based components, through the previously established Coordination and Monitoring Unit (CMU), under the Office of the Vice President, and includes financial management, and environmental and social safeguard expertise, plus quality assurance and procurement capacity building, as well as implementation of a Master Plan Study for the International Airport, and other studies still to be identified.
