The proposed TA will help prepare the Small City and Township Development Demonstration Project, which will cover about 15-20 small cities and towns in each of the three provinces - Hebei, Liaoning and Shanxi.The TA will assist HPG, LPG and SPG in preparing the proposed Projects as three separate sector loans and developing methodologies that are appropriate for replication across the Provinces and elsewhere in the PRC. The TA will assist each of the three provincial governments to review and identify selection parameters for the priority and listing of cities and towns to form the subprojects; assess the scope of the most appropriate components to fulfill sector strategy goals; and prepare a sector based small cities and towns development and environmental improvement project, including EIA, environmental management plan, social analysis and RP satisfactory to ADB's policy and guidelines for each of the Provinces.
