Description | The SEMAS-EMSWe Project aims at supporting the implementation and deployment of the European Maritime Single Window environment (EMSWe) in the participating Member States (Italy, Finland, Portugal, Slovenia, Spain, Sweden and The Netherlands) with ports along seven TEN-T core network corridors. The EMSWe is defined in Regulation (EU) 2019/12391. It is the legal and technical framework for the electronic transmission of information about reporting obligations for vessels arriving at, staying in and departing from European Union ports. It is a network of Maritime National Single Windows (MNSW) with harmonised reporting interfaces. The SEMAS-EMSWe Project covers the transition from the existing Maritime Single Windows (MSW) in each Member State to the MNSW established within the context of the new EMSWe Regulation. This transition represents a significant change and requires an important set of developments both at European Commission level and at Member States level. More specifically, the Project will focus on the following specific objectives: • Design and definition of the technical specifications to adapt the MNSW to the EMSWe requirements. • Integration of the central IT components and common EU-databases provided by the European Commission into the MNSW: Reporting Interface Module; User Registry and Access Management; Common Addressing Service; and EU- databases. • Development of the EMSWe national components of the MNSW, including: MNSW-Core system; Graphical User Interface; and system-to-system interface for estimated and actual arrival and departure times of ship. • Connections with systems of relevant national authorities (i.e. Customs, Border Security authority). • Deployment and testing of the EMSWe components and the harmonised interfaces into the MNSW, ensuring the quality of the services provided by the MNSW. • Definition of procedures for the operation of the MNSW by national competent authorities as well as the definition of procedures to submit the different formalities by declarants complying with all reporting obligations identified in the EMSWe. • Creation and implementation of a change management plan for the user adoption of the MNSW and a website for online support. • Additional developments and adaptations linked to the MNSW will be carried out by the national competent authorities: MNSW adaptation to include data exchanges via SafeSeaNet; connections with port service providers; and the development or adaptation of specific IT applications to better integrate relevant national (i.e. Customs, Border Security authority) and local authorities (i.e. port authorities) and port service providers (i.e. pilots) into the MNSW. The Project supports the Sustainable and Smart Mobility Strategy's goals by introducing a common, smart and interoperable environment for shipping with harmonised interfaces facilitating the electronic transmission of reporting formalities for vessels calling at EU ports. It will improve the European maritime transport sector’s competitiveness and efficiency by reducing administrative burden, contribute to the establishment of a modern and competitive digital EU infrastructure, and support the free movement of goods and passengers. |
