The objective of the Second Governance and Growth Support Credit (GGSC II) for the Republic of Senegal is to improve the country's economic governance by strengthening government accountability, increasing public sector performance, and promoting growth through private sector development. The reforms supported by the operation seek 1) to improve economic governance by strengthening accountability systems; 2) to promote service delivery through better governance and efficiency in the education, health and agriculture sectors, rationalization of agencies and strengthening monitoring and evaluation; and 3) to enhance private sector development through energy sector reforms, and improvements in the investment climate. The GGSC II supports the National Strategy for Economic and Social Development (SNDES), the Senegal government's medium-term poverty reduction strategy for the period 2013-2017. The components of the SNDES, which are supported by the objectives of the GGSC II are: i) growth, productivity, and wealth creation ii) human capital, social protection and sustainable development, and iii) governance, institutions, peace, and security.
