The Senegal Participatory Local Development Project aims to assist the Government of Senegal in setting up an effective framework for participatory local development, decentralization, resource mobilization, and transfer to local governments and communities, to deliver efficient services in rural areas and targeted cities considered the poorest. There are four project components. Component 1 supports the Government's efforts through the National Local Development Program to update and develop the legal, fiscal, regulatory, and organizational environment for implementing community-driven development. Component 2 supports the National Local Development Program by setting up mechanisms for local investment financing, designed to promote community-driven funding mechanism to local governments. Component 3 provides capacity-building support to line ministries, local governments, Community-based organizations, microfinance institutions, and the private sector in order to ensure efficient delivery of quality services to the poor. Component 4 provides project coordination, communication, monitoring and evaluation and social and environmental management.
