"The ambition of the Mobility Package (MP) is to strengthen the competitiveness of the European mobility sector, in particular by ensuring a socially fair and competitive internal market for road transport services. To facilitate this process, it is essential that EU social rules in the field of road transport be clear, proportionate, fit for purpose, easy to apply and control, and implemented effectively and consistently across the Union. The main objective of the action is to have the MP, its implementation and enforcement, considered as a key issue for European road transport through national and European social dialog, taking into account the Covid-19 situation, the Green Deal, existing regulations and EC Regulation 883/2004 on the coordination of social security systems. The coordinator (ACV CSC-Transcom), the 3 partners (ETF, AFT and OTRE) and the 12 associate partners to the project (labor and employer unions from Italy, France, Belgium, Spain and Poland) propose to analyze, from a global point of view, the implementation of the MP starting from the social dialog between social partners, to make the MP fully operational in the above-mentioned context. The central action of the project will be deployed under 6 “Work Packages"" : (1) analysis of changes in regulations and their implementation as a result of the MP; (2) analysis of the conditions of applicability of the MP in the Member States; (3) analysis of the endogenous consistency of the MP in the Member States; (4) analysis of the exogenous consistency of the MP in the Member States; (5) finalization of projects & national dissemination strategy; (6) recommendations to the European social partners and the Commission. Six seminars will be organized in each participatory country, after completion of a WP. The final concluding seminar will take place in Brussels and welcome guests from various European organizations."
