Description | The objective of the Social Health Insurance Project: Improving Access, Quality, Efficiency and Financial for Kazakhstan is to improve accessibility, quality, and efficiency of health service delivery, and reduce financial risks to the population that are caused by serious health problems. There are three components to the project, the first component being supporting implementation of the national mandatory Social Health Insurance system. This component would support the design, implementation, and management of the Social Health Insurance (SHI) system. Component activities will be divided into two subcomponents: Establishing and strengthening the organizational and institutional structure of SHI; and Strengthening purchasing and payment arrangements under SHI. The second component is the strengthening of health service delivery to support implementation of the national mandatory Social Health Insurance system. This component will support the strengthening of population services; primary and secondary prevention; development of the health facility network, including public-private partnerships; improving evidence-based health care delivery; implementation of HTA and effective tools for health services quality management; corporate governance and management in the health sector; development of human resources policy and medical education through strategic partnership with leading academic centers. Finally, the third component is the project management, monitoring and evaluation, and communications strategy. This component aims to support a Project Management Unit (PMU) to provide day-to-day project management, including fiduciary and administrative tasks of the Project, as well as monitoring, evaluation, and reporting. The PMU will ensure effective coordination of Project activities with other programs implemented by the MoHSD, other government agencies, and regional authorities. |
