Description | The construction industry in Europe has evolved dramatically over the past few decades, both in terms of technology, but also the sociology of the people working on and running construction sites. This presents new opportunities but also challenges. The sector can take advantage of the new technologies to improve transparency on construction sites, especially in the context of the growing fragmentation and increasing mobility of workers in the construction industry. This has led to more complexity of subcontracting chains and demands new ways to identify and verify workers and companies present on construction sites. In their joint recommendations following the study on “Self-employment and bogus self-employment”, dated 29/01/2010, EFBWW and FIEC proposed that everyone on a building site must be in possession of a personal identification document, issued by the competent national authority or by the concerned body. Such a document should at least allow the identification of the person concerned, her/his employment status and the contact information of the issuing national authority or the concerned body. The transnational character of the modern European construction sector requires specific attention and solutions that may serve to improve the conditions of workers and to create a fair, level playing field for those involved in the sector. Across Europe, numerous sectoral social ID card schemes have been developed at national, regional and local levels, all with various characteristics and functions. The project will identify good practice, the possibility for interconnection and propose input for a possible framework in the area of sectoral social ID cards. The project will bring together both legal and technical experts in the field of digitalisation of employment and social security data. |
