Description | The FC measure is a continuation of the Social Protection for the Poor II project to improve maternal health and prevent HIV, BMZ No. 2015 67 379. The project objective is to contribute to improved, equal access for poor pregnant women and their newborns in four rural regions of Tanzania to improved quality reproductive health services. By strengthening the National Health Insurance Fund (NHIF) and the Community Health Funds (CHF) and expanding demand-oriented financing structures, the measure makes a secondary contribution to the development of a national health insurance system. The current project is already supporting basic functions and structures of a future comprehensive social security system, such as division into service provision and service financing (purchaser-provider split), risk pooling and performance-related remuneration. The project is intended to contribute to reducing maternal and newborn mortality and at the same time lay the foundations for a national insurance system (SDG 5). The funds from this expansion phase will enable the project to continue in the regions of Tanga, Mbeya, Songwe, Lindi and Mtwara for 1.5 years. The project measures will continue to support an insurance window in the NHIF for poor pregnant women by financing the costs of membership in the NHIF for the period of pregnancy, birth and aftercare. The financing of membership fees to the Community Health Fund (CHF) for the family members of poor pregnant women will be reduced for one year in favor of more effective measures. The FZ will also support awareness-raising measures for the target group (e.g. on the insurance principle and entitlement to benefits), training of health facilities and NHIF staff in insurance management, the modernization of the NHIF procedure (increased use of ICT) and monitoring and evaluation. The NHIF will remain the sponsor of the project as before. The total cost of this second phase is EUR 18.25 million, of which the FC is contributing EUR 13 million, the Tanzanian Ministry of Health EUR 3.25 million and the NHIF EUR 2 million. In total, these funds will reach around 300,000 pregnant women and their families. |
