Description

Description

The Social Protection Sector Adjustment Loan Project will support government actions in five key areas: a) maintenance of a satisfactory macroeconomic framework, consistent with sustaining economic growth to reduce poverty; b) reform implementation of the country's poverty reduction, and social protection policies, to minimize exclusion, thus creating greater access to social protection, and broader social services for the neediest households (Chile Solidario initiative); c) increased efficiency of social policy, through improved targeting, and better use of information, through the integration, and exchange of public and private household data, relevant to social policy, into a national information system; d) strengthening regular monitoring, and impact evaluation of social programs, and policies; and, e) enhanced sustainability of reforms regarding poverty reduction, and social protection policies, through clearly defined roles, and responsibilities between the central government, municipal authorities, and civil society. While the risks to this program are considered modest, and Chile's excellent track record in economic management, program implementation, and transparency outweighs potential risks, several areas of implementation could prove difficult for the Government, in particular closing the employment gap among the neediest households, and ensuring the appropriate targeting of Chile Solidario program, which includes historically excluded groups, such as indigenous populations, and, in addition, promoting greater local government and civil society participation may prove difficult.
