Description
Description | The restructured Social Protection Transformation Project (SPTP) aims to strengthen Rwanda’s shift toward job-focused social protection outcomes. Component 2 will receive increased financing to intensify and scale economic inclusion interventions, through an enhanced graduation package—public works, skills development, job opportunities, seed capital, and mentoring—targeting microenterprise development in high job-potential sectors such as agriculture and environmental services. These efforts will leverage existing local economic development initiatives, World Bank agriculture operations, and partnerships with the Ministry of Agriculture, while further professionalizing the community workforce—caregivers and para-social workers—to improve service quality and effectively support vulnerable households on graduation pathways, through mentorship and resilient livelihood activities, and to enhance their prospects for formal employment and strengthen the long-term resilience of their own households. Component 1 will deepen human capital investments by tailoring nutrition, Early Childhood Development (ECD), behavior-change support, and employment pathways to meet household needs. Households with limited labor capacity will continue receiving transfers for consumption smoothing and dignified living, supported by improved targeting and needs assessment through the social registry. Professionalization and certification of ECD caregivers will help sustain HB-ECD service delivery and enhance nutrition and learning outcomes outcomes for children, whilst improving women’s employment potential.Components 3 and 4 will be consolidated to streamline delivery systems, capacity building, coordination, behavior change communication and M&E for downstream delivery across decentralized levels. With core systems, such as the social registry and digital payments already functional, future work will focus on system maintenance, integration, and application to other programs, including health insurance subsidies for vulnerable groups. |
