Description | The project aims to enhance Lebanon's national Social Safety Net program, AMAN, to support poor and vulnerable households. The US$200 million IBRD loan will be implemented over four years by the Ministry of Social Affairs. It includes:Component 1: An integrated support package for poor and vulnerable Lebanese households (US$185 million)This component addresses multidimensional poverty through three synergistic streams: (a) provision of cash assistance to the poorest 150,000 Lebanese households for 10 months; (b) Access to economic opportunities for working-age individuals belonging to vulnerable households, including referral to possible training, economic activities and access to finance; and (c) Social services for vulnerable groups.Component 2: Enhanced Delivery Systems and Institutional Strengthening (US$10 million)This component strengthens the systems and institutions underpinning Lebanon’s social protection framework, ensuring the AMAN program becomes more adaptive, efficient, and sustainable. It includes the following subcomponents: (a) Enhancement of the DAEM social registry to become a fully functional dynamic and adaptive Social Protection Information System; and (b) Improving service delivery at Social Development Centers. Component 3: Project Management, Monitoring and Evaluation (US$4.5 million)This component ensures smooth project implementation by supporting core project management functions. It will cover staffing, monitoring and evaluation, communication, fiduciary and safeguards compliance, and coordination activities necessary to oversee implementation and report progress to stakeholders.Component 4: Contingent Emergency Response Component (CERC – US$0)While no budget is currently allocated, this zero-funded component provides the legal and operational framework for rapid activation of emergency support in case of unforeseen crises. It enables the government to reallocate funds from other project components, should urgent needs arise. |
