Description

The Social Sector Technical Assistance Credit Project (SOTAC) aims at providing a sustainable system of social protection that targets spending more effectively on the poorest and is based on reliable social statistics, and creating an improved labor relations framework in order to stimulate employment growth. This project will be a companion credit to a proposed Social Sector Adjustment Credit (SOSAC). The project has three components. 1) Social Protection Policy will include technical assistance, training, workshops and study tours in different aspects of social protection policy. Specifically, the technical assistance will be provided for: i) social assistance; ii) special reviews of employment institutes; iii) disability programs; iv) labor legislation and labor market; v) social protection expenditure strategy; and vi) social statistics. 2) Social Protection Institutional Strengthening and Public Information will support a number of areas: a) functional review of social protection in both entities; b) pubic information campaigns on objectives and nature of labor market and social protection reforms; c) other training; d) client registries for centers for social work; and e) non-government organization/Centers for Social Work innovation consultancies. 3) Project Implementation will support costs of project management, procurement, and financial management.
