The overall development objective of the Social Sector Development Project is to contribute to reduce poverty among the 30 percent of the population living below the poverty line. There are two project components. The first funds public works and employment creation by financing 1) equipment and operating costs for AGECABO (a delegated contract management agency); 2) economic and social infrastructures costing $20,000 and above; 3) training of contractors in the construction sector; 4) technical assistance for capacity building of municipalities to plan, implement, and monitor projects and account for resource use; 5) demand-driven small-scale social infrastructures which are implemented by communities; 6) training of communities, nongovernmental organizations, and municipalities in participatory approaches, micro-project preparation and management, and technical fields; 7) investment and recurrent costs of the community window in AGECABO. The second component, focusing on capacity building and monitoring and evaluation finances technical assistance to and training for the program coordination unit, equipment and limited operating costs, studies and surveys, and technical and financial audits.
