Description | The German-Cambodian cooperation in the health sector pursues the development policy goal of improving access to affordable and quality-assured health services for the poor and disadvantaged population. The objective of the measures in the current phases II and III of the Financial Cooperation module is to improve access for poor and needy women as well as the elderly and disabled in up to six provinces (Kampot, Kampong Thom, Prey Veng, Kep, Kampong Speu and Svay Reang) to essential health services related to pregnancy and childbirth as well as chronic illnesses and disabilities. With the help of a voucher system, an incentive system for the provision of patient-oriented, high-quality and efficient services is created by strengthening the demand side, performance-related financing and introducing competitive elements. In addition to the structural effects of developing important elements of a social insurance system, the project will specifically improve the health of pregnant women and newborns in the disadvantaged population and thus make an effective short- and medium-term contribution to achieving Cambodia's Millennium Development Goals 1, 4 and 5 (avoiding extreme poverty and famine, eliminating child mortality, improving maternal health). The estimated total costs are EUR 14.2 million. A financial contribution of EUR 13.0 million is to be made available from FC, and the Cambodian government's own contribution is the equivalent of EUR 1.2 million. |
