The Social Services Delivery Project for Albania aims to improve standards of living for the poor and vulnerable population groups by increasing their access to well-targeted and effective social care services; assisting the Government to develop, monitor, and evaluate more effective social policy; and improving capacity for planning, managing, and delivering social care services with increased involvement of local governments, communities, and civil society. There are four main project components. The first component develops the organizational, human, and material resources in the Government to design, monitor, and evaluate social policy. It has three sub-components. It supports the national statistical agency (INSTAT), assists the Ministry of Labor and Social Affairs (MOLSA), and strengthens the development and implementation of pension policy. The second component improves capacity for social services monitoring and administration, and social work training at central and regional levels. The third component has two components that fund community-based social services, and improve the capacity of staff in social service facilities and local government offices to respond more effectively to their clients' needs. The fourth component aims to ensure an efficient and effective implementation of project activities, and development of project management information systems and monitoring.
