The Social Welfare Development Project (SWDP) will strengthen the quality, targeting and administration of social benefits and services to those most in need in Croatia. The SWDP is a Specific Investment Loan with three components. The first, improving social services delivery will develop a sustainable spectrum of social programs across prevention, service delivery, and client re-integration into the community. It will have two sub-components: 'programming cost-effective, efficient and inclusive social services' and 'managing and financing for results.' The second component, strengthening of the Social Welfare Management Information System, will improve the reliability and timeliness of social benefit administrative information used for cash benefit system oversight and individual claims processing, and implementing 'one-stop shop' administrative services for clients. It has two subcomponents: 'implementation of a new administrative organization,' and 'introduction of a management information system.' The third component, upgrading existing Social Services Facilities, will upgrade county centers for social welfare and enhancing the safety of older residential social service facilities by investing in hygienic upgrades.
