Description | In 2008, Service National d’Eau Potable (SNEP), the Haitian utility, held a competitive tender for delegated water management services in the city of Saint Marc which had a population of 160,000 people. The project was awarded to LYSA [France, 100%] in late 2008. Lysa formed Societe des Eaux de Saint Marc (SESAM)as a special purpose vehicle for the project. Prior to the tender, the government had invested US $10 million in civil works. Due to administrative delays, the contract was not actually signed until October 2009. The contract called for 15 years of delegated management in the city of Saint Marc to improve water management services. Further information on investment, capacity or tendering was not available. |
