Decree No. 10,055, of October 14, 2019, qualified the policy for promoting the socio-educational service sector for the purpose of preparing studies of alternative partnerships with the private sector for the construction, modernization and operation of socio-educational units. The MDHC demanded this qualification of the policy due to the need for places in the socio-educational system, associated with indications of inadequacy of facilities to care for young people. The project called New Socio-educational adds, in an unprecedented way, the effort of actors from the Federal Government, the State of Santa Catarina and the United Nations to present an alternative model that can change the history of young people in Brazil with the effective implementation of the guidelines of the National Socio-Educational Service System (Sinase). The project also aligns with the achievement of the Sustainable Development Goals (SDGs) with regard to the search for peace, justice and more effective institutions and the implementation of partnerships. The project's challenges include developing an innovative model for socio-educational centers that is more effective in reintegrating teenagers into society through education, job training, sport, culture and leisure. The new model brings proposals for innovations in management, infrastructure and service, which aim to more efficiently use public resources and at the same time provide the provision of qualified service and the effective guarantee of the rights of young people, provided for in the Statute of Child and Adolescent (ECA). The innovations also seek to improve working conditions for servers and employees of socio-educational centers. The approach developed will be replicable and is initially planned to be implemented as a pilot project in Minas Gerais and Santa Catarina. The specialized technical service consists of the following activities: Technical advice to be provided by CAIXA to the Entity; It is Specialized technical consultancy to carry out feasibility studies and develop the documents necessary for bidding on the Concession Contract. The structuring is being carried out by UNOPS (United Nations organization specialized in infrastructure and project management), in cooperation with CAIXA, in partnership with the Ministry of Human Rights and Citizenship (MDHC), the Special Secretariat of the Partnership Program for Investment by the Civil House of the Presidency of the Republic (SEPPI) and the State Government. The process is being financed by the Fund to Support the Structuring and Development of Concession Projects and Public-Private Partnerships – FEP, under the terms of Federal Law No. 13,529/2017. Concession Structuring services cover technical engineering, economic-financial, legal and socio-environmental aspects in the preparation of projects, reports, opinions, reports and information in the following stages: Studies; Contract structuring; External Validation (Consultation and Public Hearing and Control Bodies); It is Bidding and Contracting.
