The FC measure envisaged the expansion of the FC-financed 15 MW photovoltaic (PV) plant Diass by around 8 MW. The expansion was to be directly connected to the existing plant both spatially and technically and be fully integrated into it, resulting in a single plant of around 23 MW. Senelec was responsible for implementing the project; the Project Implementation Unit (PIU) established for the original project took over the coordination of all project-related matters and was responsible for project implementation. The supplies and (construction) services to be provided were awarded as an EPC (Engineering, Procurement and Construction) contract to the provider identified for the original project as part of an open international tender. The provider was responsible as general contractor for the detailed technical planning, the procurement and manufacture of all necessary system components as well as for the assembly and turnkey commissioning of the systems. The one-year follow-up support phase provided for in the original project was extended to the follow-up project. The total cost of the extension was estimated at approximately EUR 7.7 million, of which EUR 7 million was provided by German FC funds and EUR 0.7 million by the Senegalese side. The accelerated FC project review and approval process was to be completed by the end of October 2017, with the financing contract signed before the end of 2017. If the supply and service contract was awarded to the successful bidder of the original project before the end of the fourth quarter, construction of the extension began in the first quarter of 2018 and work was completed approximately 4 - 6 months after construction began.
