Description | The proposed project rests on the premise that synergies and sustainable improvements can be achieved by taking a comprehensive approach to governance reforms. In this regard, the project design aims to explore in detail the interlink between public financial management (PFM), domestic revenue mobilization (DRM), and the public sector. For instance, budget credibility sets the stage for strong PFM, and it rests heavily on improving DRM. Furthermore, improvements in the public sector are critical for sustainable reforms in DRM and PFM, while DRM and PFM create the fiscal space for improvements in the public sector. The project design and implementation aim to build on several foundational reforms that have been put in place through previous and ongoing interventions, including the World Bank-funded Somalia Domestic Revenue Mobilization and Public Financial Management Capacity Strengthening Project (FGS, PSS, and SL), Somalia Capacity Injection Project (CIP) (FGS and PSS), Somaliland Civil Service Strengthening Project (CSSP), and the Foreign and Commonwealth Development Office (FCDO)-funded Public Resource Management in Somalia (PREMIS) (GSS, HSS, JSS, and SWSS), Customs Reform and Trade Enhancement Somalia (CRATES) (FGS, JSS, and PSS), and Prosperity from Revenue program (PROFR) (SL). While SERP will continue to support ministries, departments, and agencies (MDAs), including the Civil Service Commissions, that have received support from these previous interventions, it will also support Ministries of Labor, and Planning in GSS, HSS, JSS, and SWSS that had not benefited from FCDO-PREMIS. |
