Description
Description | 1. The proposed additional financing (AF) seeks the approval of additional financing totaling US$41.5 million - US$21.5 million from the Somalia Multi-Partner Fund (SMPF) and US$20 million from the International Development Association (IDA) - to the Somalia Urban Resilience Project Phase II. The original grant of SDR 82.15 million (US$ 112 million) of financing was approved on December 19, 2019, and became effective on February 24, 2020. 2. To better reflect new activities under the Contingent Emergency Response Component (CERC), the PDO will be changed from the parent project’s PDO “to strengthen public service delivery capacity of local governments and increase access to urban infrastructure and services in selected areas” to "strengthen public service delivery capacity of local governments, increase access to climate-resilient urban infrastructure and services, and to provide immediate and effective response to an eligible crisis or emergency in selected areas".3. The four components of the SURP-II will remain the same, designed to strengthen the urban resilience and municipal governance in key cities. The SURP-II builds on the preceding Somali Urban Investment Planning Project (P150374) and the Somalia Urban Resilience Project (SURP I) (P163857). The SURP-II helps deliver prioritized basic urban infrastructure and reinforce the municipal government’s analytic and urban governance capacities using the country’s public financial management systems. The SURP-II seeks to strengthen the institutional arrangements, including key management and resourcing capacities, that underpin municipal functionality and its relationships within the Somali Government and with external actors. The four components are:• Component 1: Urban Infrastructure and Services supporting the preparation and implementation of all infrastructure investments• Component 2: Institutional Strengthening and Analytics including various technical assistance and related analytics, such as on informal settlements, climate resilient operation and maintenance of urban infrastructure, and urban governance, including solid waste management.• Component 3: Project Management and Capacity Building providing the overall project management costs, including monitoring and evaluation, as well as the capacity building of the Project Coordination Unit (PCU), Project Implementation Units (PIUs), and relevant municipal staff.• Component 4: Contingent Emergency Response. This component will be activated to provide drought response. US$20 million has been reallocated for this purpose from Component 1. 4. The SURP-II and the proposed AF support participatory decision-making processes to identify key urban investments that advance the urban resilience in six strategically important cities across five Federal Member States (FMS) and the Benadir Regional Administration (BRA). These include the cities of Mogadishu (BRA), Garowe (Puntland), Baidoa (South West State), Kismayo (Jubaland), Dhusamareb (Galmudug), and Beledweyene (Hirshabelle).5. The proposed AF of US$ 21.5 million from the SMPF will allow the SURP-II to: (a) help address unmet urban service needs, particularly in the two new cities of Dhusamareb and Beledweyne; and (b) scale-up the successful operating model for delivering urban infrastructure investments using country governance systems, helping strengthen the inter-governmental fiscal transfer mechanism from the federal to the municipal levels under Component 1 (Sub-Component 1.3): Investment in Urban Infrastructure and Services finances civil works, goods and construction supervision consultancies for investments prioritized by the government and community members that meet the pre-determined selection criteria. Furthermore, the proposed AF of US$ 20.0 million from the IDA will be used to replenish the funds utilized for drought response under the Component 4: Contingent Emergency Response (CERC) to reallocate US$20 million for Mogadishu’s uncommitted allocation to provide drought response support. A 24-month extension of the original project closing date of December 31, 2024, to December 31, 2026, is proposed for the adequate completion of both the original project activities and additional activities under the proposed AF. |
