Description

Description

The Oil Pipeline Project for Algeria consists of the construction and operation of a 660 km oil pipeline from the Hassi Messaoud oilfield in the Sahara to the port at Bougie on the Mediterranean coast. Design capacity of the line is 14 million tons of oil a year. The borrower would be Societe Petroliere de Gerance (SOPEG), a corporation owned jointly by two producing oil companies, one of which is largely owned by the French government and the other of which is a subsidiary of the principal French oil company. These companies hold research and operating permits and the right to obtain long-term concessions covering the oil deposits at Hassi Messaoud. The estimated proven and probable reserves of this field are about 300 million tons. The system is to be placed in operation with two pumping stations. A third pumping station and additional pumps in the first two stations are being added to increase capacity. In the third stage, a fourth pumping station and one additional pump in each of the first three stations will bring the pipeline up to its design capacity. The project includes the construction of a power plant at Hassi Messaoud. Housing, offices, and maintenance shops are being constructed at Hassi Messaoud, at the pumping stations, and at the port. Fire protection facilities are provided at all points. The terminals and pumping stations will be linked by a telecommunications cable laid alongside the pipeline.
