The South African government is preparing to implement the South African Construction Action Plan (SACAP), a national framework adopted by all nine provinces to fix inefficiencies in public sector infrastructure delivery. The plan includes six core interventions such as accountability and budget ring-fencing, procurement reform with procurement war rooms, digitised infrastructure tracking systems, strengthening audit outcomes, and professionalising the built environment. The first interventions are expected to be implemented as early as March 2026, with procurement war rooms becoming operational in every province. Additionally, a national blacklisting database for delinquent contractors and a new ERP-based infrastructure tracking system are being developed to monitor project performance in real time.
