Description

In 1996 the local government of Moscow, Russia, through its water operator Mosvodokanal, awarded a 12 year build own operate and transfer contract for a wastewater plant in the region of South Butowo to Saarberg-Holter Wassertechnik GmbH, a subsidiary of German Berlinwasser Holding (WTE). WTE was responsible for the design, financing, construction and operation of the sewage treatment plant. The plant was designed to help cope with the high wastewater treatment demands created by the construction of new housing estates in the area just south of Moscow. In total, the plant was going to serve some 250,000 people and handle some 80,000 cubic meters of wastewater per day. Berlinwasser had management rights over the plant until June 30th, 2011. The contract was awarded through a one stage competitive international tender. Four well-known European companies, including Degremont and VA-Tech, submitted bids. The bids were judged on a four main criteria: use of the latest wastewater treatment technology; financial offer on the plant’s construction and subsequent operation; minimal construction timeframe; experience in implementing BOOT-projects. The project reached financial closure in March 1998. The total investment required for the project was estimated at Euro 31 million ($38 million). 25 percent of the amount was financed from equity and loans provided by WTE, and 75 percent from loans provided to the project company by a bank consortium representing the community of North-Rhine Westphalia, where Saarberg-Holter Wassertechnik GmbH was registered. The invested capital was covered against political risks up to 95 percent by the Federal Republic of Germany (CL Deutsche Revision and Hermes Kreditversicherung). Construction began in June 1998 and lasted for 17 months. In October 2003, the subsidiary of BerlinWasser (WTE Wassertechnik GmbH) responsible for the project was acquired by the Austrian group EVN AG.
