The general objective of this Technical Cooperation (TC) is to improve regional digital integration in South America by reducing gaps in access, quality, and resilience of digital infrastructure, thereby contributing to the strengthening of universal and meaningful connectivity. To achieve this, the proposal focuses on: (i) developing a regional roadmap to 2030 to guide joint investments in digital infrastructure and promote technical and regulatory coordination among beneficiary countries; (ii) identifying and overcoming barriers that limit the expansion of connectivity and interoperability, while strengthening the resilience of regional networks; and (iii) promoting equitable access to high-quality digital services through the integration of harmonized regulatory frameworks, the development of digital skills, and cooperation among governments, the private sector, and civil society.
