Description | The proposed project aims to put into place the building blocks necessary to systematically and sustainably address the floodingissues. With a focus on sub-basin level solutions to flood management and establishment of the information and institutionalfoundations for long-term water resources management for climate adaptation, the project complements existing efforts aimed atflood risk mitigation through the Enhancing Community Resilience Project – Phase II (ECRP II) as well as those of humanitarian anddevelopment partners. The project uses a framework approach and will develop and apply criteria to identify, prioritize andscreen flood management interventions. The selection of investments will build upon the results of a rapid assessment and screeningof proposed activities and include considerations for environmental and social impact, cost-effectiveness, potential for impact onproject outcomes, accessibility and security, and synergies with ongoing World Bank and other development partner engagements, suchas ECRP-II. The Project has the following 4 components:- Component 1: Climate resilient policies, plans and institutions. Thiscomponent will finance institutional strengthening and capacity building for water sector at national, state and county levels tohelp advance understanding of the country’s water resources endowment and water-related risks and improve strategic floodmanagement for climate adaptation.- Component 2: Climate resilient flood infrastructure and services. This component will financenew construction and rehabilitation of flood management systems using both conventional infrastructure investments and nature-basedsolutions. The activities will also include feasibility studies, environmental and social risk assessment, and engineering designsfor flood management solutions in targeted areas. - Component 3: Project Management and Implementation support. This componentwill finance technical assistance and capacity development for technical planning and supervision, financial management,procurement, environmental, social, and security risk management, monitoring and evaluation, communications, and knowledgemanagement- Component 4: Contingent emergency Response The Project will be the first government-led operation by the Ministry ofWater Resources and Irrigation (MWRI) with World Bank support. The MWRI is the lead implementing agency. The MWRI has established acore Project Implementation Unit (PIU) to manage World Bank financed projects. The PIU will be supported by consultants to bolsterMWRI’s capacity in core project management functions, including project management and coordination, financial management,procurement, ESF, and M&E. |
