Description | Opportunity Many older correctional facilities across the province do not meet current operational requirements and are experiencing significant and growing remand pressures. The Windsor and Sarnia Jails in Southern Ontario needed to be replaced in order to address health and safety issues, and design, technology and space inefficiencies. The Ministry of Community and Safety and Correctional Services decided to build a new maximum security correctional facility in Windsor to replace both detention centres. Innovations Plans for partnership between Forum Social Infrastructure and local companies were negotiated into the Project Agreement. The Province only began making monthly payments to the private partner once the facility reached substantial completion. Payments are made based the private partner meeting performance requirements defined in the Project Agreement. Results The new facility has a capacity for 315 male and female inmates including general population, infirmary and special purposes beds. The detention centre features an innovative health unit including a pharmacy, two-bed infirmary, nurses working on a 24-hour basis and computer and video technology enabling staff to access expert medical help. The facility was designed and achieved Leadership in Energy and Environmental Design (LEED) Silver certification. Highlights include: Diversion of more than 75 per cent of site construction waste from landfills; Twenty per cent reduction in indoor water use; and Minimized solar heat gain due to a PVC roof. |
