The main objective of the technical assistance (TA) is to assist the Government in preparing a project suitable for ADB financing through reviewing and strengthening the project documents prepared for the Xichang-Panzhihua Roads Development Project in Sichuan Province. The TA will (i) review and update the Government's feasibility study and preliminary design and identify an associated road network to be upgraded under the Project; (ii) prepare a social impact assessment report focusing on poverty reduction analysis; (iii) review the environmental impact assessment (EIA) and prepare the summary EIA; and (iv) prepare a resettlement plan. The TA will also examine and recommend ways to strengthen the ongoing policy dialogue and institutional reforms in the road sector.
