The development objective of the Special Financing Facility for Local Development Project for Somalia is to support the construction and reconstruction of infrastructure and the development of public service delivery capacity in targeted areas of Somalia and support the Federal Government and regional administrations’ capacity to respond to an eligible crisis or emergency. The project comprises of three components. The first component, small-scale infrastructure will finance small-scale local development activities in the pre-1991 regions of the Federal Government of Somalia (FGS). The second component, program operations and capacity building will finance costs associated with overall project implementation and additional capacity-building activities that will support the strengthening of the project implementation unit (PIU), the new name of the temporary implementation unit (TIU), and the new emerging interim regional administration (IRAs). It consists of following components: (i) PIU operating costs; and (ii) capacity building. The third component, contingency emergency response will allow for project funds to be used to address emergency works or activities resulting from potential natural disasters.
