It intends to face the problems deriving from the lack of an efficient bureaucratic machine, essential presupposition for the creation of an high quality administrative system. The specific objective of the programme is centred on the specialized training, in the framework of the juridical, economic, political and administrative disciplines, of thirty young people, belonging to the political-administrative career and coming from Serbia and from Montenegro, in order to put them in the condition of better understanding the nature and characteristics of the political and social changes caused by the collapse of the Communist regime and to make them able to promote all the necessary adjustments to an administrative system in fieri with scarce available resources.
