Description

Given Zimbabwe’s non-accrual status with the World Bank, the ZIRP cannot finance government in any form and precludes any transactions through government. While ZIRP will not finance the government, the ZIRP will engage the government’s national, provincial, and local structures at the various stages to ensure close coordination and collaboration with the programs of humanitarian and developmental agencies involved in supporting cyclone recovery in Zimbabwe. For effective collaboration, sustainability and risk-mitigation, government systems and capacity for recovery and disaster management must be enhanced. Therefore, the proposed Project seeks to provide capacity support to reinforce government systems and capacity at multiple levels, enabling ZIRP success. Moreover, the World Bank is exploring additional opportunities for capacity support through related projects and funds , which will inform a joint program of Technical Assistance to the GoZ for cyclone affected areas. For example, the African Development Bank (AfDB) will provide complementary support to finance the GoZ’s mobility needs to coordinate DRM activities.The Proposed Project will use a two-prong approach, focusing on cyclone affected areas, including (i) World Bank-Executed and (i) Recipient-Executed (RE) components. The World Bank-Executed component, benefitting from quick disbursement, will initially focus on producing analytical work, for which the RE will operationalize.
