The proposed project will convert the existing two-way left turn lane (TWLTL) to a raised concrete median between Stephenson Avenue and US 1/SR 4/Memorial Drive. This will include median openings at Lee Avenue and Blackwell Street as well as a reduced conflict u-turn (RCUT) at Sycamore Street; all other intersections between the limits will be converted to right-in right-out (RIRO). The rapid rectangular flashing beacon (RRFB) controlled pedestrian crossings to the east of Morton Avenue and to the west of Likely Street will both be upgraded to pedestrian hybrid beacons (PHBs). Additionally, the Lee Avenue traffic signal will be upgraded with backplates that have retroreflective borders and permissive-only flashing yellow arrows (FYAs) to control the SR 520 left turn lanes.
