The development objective of Public Sector Efficiency Strengthening Project for Sri Lanka is to improve transparency and the efficiency of core government and public financial management functions. This project has four components. 1) The first component, Strengthening Allocative Efficiency of Public Investments, Programs and Excise Management, includes following sub-components: (i) Strengthening Public Investment Management and Evaluation; and (ii) Increasing the Efficiency of and Compliance with Excise Taxes. 2) The second component, Improving the Operational Efficiency of and transparency in Public Expenditures through Procurement, aims to support the improvement of procurement outcomes through a combination of results based financing and technical assistance to the Ministry of Finance (MoF) and the National Procurement Commission (NPC). 3) The third component, Strengthening the governance, Transparency and Efficiency of Public Services, includes following sub-components: (i) Strengthening transparency and the Right to Information; (ii) Strengthening Accountability and the Implementation of the Audit Law; and (iii) Strengthening Capacity and Skills of selected Departments and Institutions. 4) The fourth component, Project management, aims to finance the operating costs of the Project Management Unit (PMU) as well as consultants to support the PMU with the project procurement and fiduciary management.
