Description | Opportunity St. Joseph’s Health Care, London is a patient care, teaching and research centre providing acute ambulatory care, rehabilitation, specialized mental health care, care of the elderly and complex continuing care. In 1997 St. Joseph’s Health Care, London and the London Health Sciences Centre (LHSC)—a health care organization operating from three hospital sites— began working together to reorganize and align the delivery of acute care services in London, as prescribed by Health Services Restructuring Commission directives. Reorganizing health care services required the construction of new facilities as well as the renovation of existing space. In 2006 Milestone 2, Phase 1(M2P1) of the restructuring began using a public-private partnership. Building on the success of M2P1 a public-private partnership was used again for Milestone 2, Phase 2(M2P2) which began in 2008. Challenges M2P2 represented the largest hospital restructuring program in London’s history and included 23 internal hospital moves and five clinical program transfers between LHSC and St. Joseph’s. Innovations While the two projects were procured together, generating operational efficiencies and economies of scale, two separate Project Agreements were still signed. Results The project reached substantial completion on-time and on-budget. At St. Joseph’s, M2P2 involved significant renovations of 112,000 square feet of space in three buildings and construction of 4,000 square feet of new space. New and renovated space houses the following services: endoscopy; city-wide ophthalmology services (transferred from LHSC); ear, nose and throat; ambulatory gynecology; and diabetes/endocrinology. The new, state-of-the-art Ivey Eye Institute is a bright, modern centre laid out in pods of subspecialties including retina, pediatric, general/ocular plastics, cornea/anterior segment, optometry low vision, glaucoma, and ophthalmic diagnostics. The new Centre for Diabetes, Endocrinology and Metabolism will treat about 12,000 patients a year and provide educational services to an additional 6,500. The realignment and restructuring of the two organizations resulted in an improved overall patient care environment and reduction of duplication of work. |
