The HIV/AIDS Prevention and Control Project will support the national program, that aims to prevent and to control the spread of the epidemic, and to mitigate the socio-economic impact of the disease on the population. The project will use a two pronged strategy: targeting interventions at high risk groups, and implementing non-targeted activities for the general population. The first component, Community and Civil Society Initiatives - will finance HIV/AIDS prevention, care, and support activities of Civil Society Organizations (CSOs) including, Non-Governmental organizations (NGOs), faith-based organizations (FBOs), community-based organizations (CBOs), women's organizations, professional organizations, trade unions, and private sector organizations. The types of HIV/AIDS activities to be supported will be demand driven, dependent on the proposals presented by the respective CSOs. Activities eligible for support include delivery of community based HIV/AIDS information, education and communications behavior change communication, condom distribution and/or social marketing, home based care, community advocacy to reduce HIVIAIDS stigma and discrimination, support activities for orphans and widows/widowers of HIV/AIDS, as well as support for people infected and affected by HIV/AIDS, which includes income-generating activities, and, targeted activities for HIV/AIDS vulnerable groups. The second component, will support the response to HIV/AIDS by non-health sector line ministries, namely, basic cross-cutting HIV/AIDS activities which all ministries are expected to implement under their respective sectoral HIV/AIDS programs. These include: development and implementation of workplace HIV/AIDS policies, promotion and advocacy to reduce HIV/AIDS stigma, and discrimination, and establishment of a support group for HIV/AIDS patients and families. The third component will strengthen the Ministry of Health capacity in providing technical guidance for the national response to HIVIAIDS, specifically it will strengthen HIV/AIDS related services for prevention, treatment, and care delivered through the health care system. Finally, the fourth component will help build the institutional capacity for scaling up responsiveness, by financing technical advisory services, training, staffing, equipment, goods, and general operating costs. It includes institutional capacity, surveillance, monitoring and evaluation activities, and the establishment of a Legal Framework.
