Description | Sub-projects signed under this framework The proposed framework provides financing for energy efficient public lighting investments, including amongst others street lighting and traffic lights. The framework supports the introduction of best available energy efficient technology (primarily LED) and of best practice in procuring performance based design, financing, installation, operation and maintenance of energy efficient solutions and where possible supporting private sector provision of low carbon public services (lighting). Good The following TI is expected within the SLFW: EBRD clients will include public authorities and private companies. Details on specific clients will be made available in separate PSDs, as applicable. EUR 60,000,000.00 Finance will be provided in form of debt and forfaiting. EUR 100,000,000.00 The project will be co-financed by EBRD GREEN ENERGY SPECIAL FUND (GESF). Category to be determined for each subproject. The potential environmental and social (E&S) impacts of the proposed for energy efficient public lighting investments, including amongst others street lighting are likely to be site-specific and can be readily identified and addressed through adequate mitigation measures. Sub-projects are expected to result in significant environment benefits. The due diligence for each sub-project will include an E&S review of each participating company's existing facilities and operations and their management systems to assess the past and current performance against relevant Performance Requirements (PRs). Based on the recommendations of the due diligence an Environmental and Social Action Plan (ESAP) will be prepared for each sub-project. The ESAPs will be structured to bring the existing facilities and operations into full compliance with national and EU environmental standards. The participating companies will also develop a Stakeholder Engagement Plan in accordance with PR10. The ESAPs will be part of the legal agreements between the participating companies and the EBRD. The PSDs for sub-projects will summarise the due diligence results and ESAPs. Pre-Signing TC 1: Preparatory Regulatory Support to facilitate appropriate legislation for the procurement and contracting of energy efficiency ESCO projects and long-term public contracts. The estimated cost of this framework assignment is up to EUR 1 million. It is proposed to be funded from a combination of the existing REEP TC fund (Western Balkans) under E2C2, the existing KIDSF TC fund (Bulgaria) under E2C2 and any additionally required funding will be sought from multilateral funds, international donors or the Shareholder Special Fund (SSF). TC 2: Project scoping, due diligence, project preparation and procurement support for the municipalities or public utility companies, including project identification; technical, financial, environmental and social and financial due diligence; and, assessments of assessments of technical needs and appropriate technologies, assistance with procurement in accordance with the Bank's PPR. The estimated cost of this assignment is up to EUR 2.4 million. It is proposed to be funded from a combination of the existing REEP TC fund (Western Balkans), the existing KIDSF TC fund (Bulgaria) and any additionally required funding will be sought from multilateral funds, international donors or the SSF. TC 3: Advisory support for PPPs for sub-projects where this is the preferred structure including, financial, legal and technical support for transaction advisory services. The estimated cost of this assignment is up to EUR 200,000 for each sub-project, proposed to be funded by the Infrastructure Project Preparation Facility (IPPF). Post-Signing TC 4: PSC Contract preparation for the municipalities or public utility companies, to assist with the preparation of public service contracts, to ensure that appropriate regulatory arrangements are in place to facilitate the sustainability of the sub-projects. The estimated cost of the assignment is up to EUR 400,000 (EUR 50,000 per sub-project), proposed to be funded by an international donor or the SSF. |
