Description
Description | The proposed 4-year project will be implemented in parallel with the land component in the Competitiveness and Enterprise Development Project (CEDP, P130471) and will continue beyond CEDP implementation. Although customary land tenure is present all over the country, it predominates in the Northern and Eastern regions where most of the unregistered land is located. The systematic land rights regularization process is quite sensitive due to the long history of land insecurity, land grabbing and disputes. One of the areas of focus will be to address land disputes on the ground while systematic land registration of agricultural and peri-urban land will be done in selected districts in the country. The objective is to increase security of land rights by registering individually and communally owned customary lands. This would be implemented by inclusion of vulnerable people. The proposed activities will build on national pilots and initiatives and global and regional good practices. The proposed activities are: (i) Institutional strengthening and training, (ii) Systematic land adjudication in the selected Project areas, and (iii) Project management, and monitoring and evaluation (M&E). Activity 1: Institutional strengthening and training The overall objective of this activity is to prepare and conduct public awareness and systematic land adjudication activities. This objective will be realized through following sub-activities to: (i) determine the appropriate means to engage communities (from parish to district levels) into systematic land adjudication process, (ii) assess resources and training needs of the area land committees (ALC) and other locally involved stakeholders, that support land adjudication process, (iii) develop operational framework, build tools and capacities for implementation of land adjudication activities at local level, and (iv) capacitate communities for use of the prepared tools and process to conduct participatory systematic adjudication process. Activity 2: Systematic land adjudication This will be undertaken through: (i) Supporting organizing and formalizing communal groups into Community Land Associations (CLAs) and (ii) Demarcating and registering individual and communal land including adjudication, demarcation and registration of the land parcels under ownership and historical use by the communities represented by the CLAs and individually owned parcels situated in the same selected Project areas. Activity 3: Project management, and monitoring and evaluation (M&E)The objectives of this activity are to: i) design and implement a M&E system to assess Project implementation progress in the ground; and ii) administer the project. The land administration component supports gender equity in land registration. Civil society engagement and communication strategies will be developed aiming at enhancing public participation, including dedicated outreach and sessions for women, and transparency in the whole exercise of documenting land rights. This operation will also support activities geared to reducing land disputes and to incentivizing joint titling and land titles for women. |
